Kevin Bumen currently serves as the Director of Airports for San Luis Obispo County.  He oversees the Airports Department operations and management of San Luis Obispo County Regional and Oceano Airports.  Mr. Bumen served as the Director of Aviation at the Truckee Tahoe Airport District for over 10 years before his tenure in San Luis Obispo.  He developed a love of aviation growing up in an Air Force family and learning to fly while in high school.  He is an active pilot with over 25 years of aviation experience.  Mr. Bumen earned his Bachelors of Science from Cal Poly, San Luis Obispo.

IVAR C. SATERO was appointed Airport Director of the San Francisco International Airport on July 21, 2016. Ivar began his career with the Airport in 1994, managing projects of the Airport’s $3B Master Plan Expansion Program. He served as the Project Manager for transit projects including the AirTrain System and the Airport BART Station. From 2003 to 2014, Ivar served as Deputy Airport Director for the Design & Construction Division which oversees the implementation of the Airport’s Capital Improvement Program (CIP). The current major initiatives of the Airport’s $7.2B CIP include the Terminal 1 Redevelopment Program, Terminal 3 West Renovation, Baggage Handling System Modernization, AirTrain Extension to Long-Term Parking, a 2nd Long Term Parking facility, and the Airport Grand Hyatt Hotel. In April 2014, Ivar was appointed Chief Operating Officer, overseeing Planning, Design & Construction, Operations & Security, as well as the various operating divisions at SFO. Ivar currently serves on the Board of the San Francisco Travel Association and on the Executive Committee of the Bay Area Council. Ivar has a Bachelor of Science degree in Mechanical Engineering from San Jose State University and an MBA in Finance from San Francisco State University. He is a Registered Professional Engineer in the State of California. He also holds a private pilot’s license.

Jess L. Romo, A.A.E., an airport executive with nearly 20 years of aviation experience, was named as Director of the Long Beach Airport (LGB) in July 2016. Mr. Romo is responsible for overseeing Long Beach Airport, including operations, finance and leasing, the Airport Noise Ordinance, community outreach, environmental matters, capital programming, tenant relations, security, air service and public affairs. A Los Angeles native, Mr. Romo previously served as Interim Deputy Executive Director for Operations and Emergency Management at Los Angeles International Airport. His former roles also include Airport Manager of Ontario International and Van Nuys Airports and Director of Airport Real Estate for Los Angeles World Airports. In addition, Mr. Romo worked in a number of real estate positions for the City of Los Angeles over a 10-year period. Mr. Romo holds a Bachelor of Arts degree in Psychology from the University of California, Irvine and a Master of Arts degree in Industrial Psychology from California State University, Los Angeles. He is an Accredited Airport Executive (A.A.E.) of the American Association of Airport Executives (AAAE) and is a recipient of the 2015 Award for Airport Executive Partnership from the National Air Transportation Association. In his free time, Mr. Romo enjoys spending time with his wife, three grown children and their family dog, Mac. He also loves his annual family vacations to Hawaii.


Kevin Meikle Fresno Yosemite International Airport (FAT)

As Director of Aviation, Mr. Meikle is the Chief Executive Officer for the aviation system in Fresno, California which includes Fresno Yosemite International (FAT) and Fresno Chandler Executive (FCH) airports. FAT is a small hub airport served by 10 branded airlines including two international carriers. FAT topped 1,443,000 total passengers in 2014 and has enjoyed over 19% growth since 2010. FCH is the largest general aviation airport in the central San Joaquin Valley of California and serves as a reliever to FAT. Mr. Meikle has served Fresno airports for 13 years. Over that time FAT has enjoyed record growth since the recession, the initiation and sustained growth of international air service, implementation of a facility-wide airline shared use platform, and $250 million of Capital work including facility modernization, a consolidated rental car facility, runways and taxiways, and an on-going residential noise mitigation program. Mr. Meikle has a Bachelor of Science degree in Architecture from Cal Poly, San Luis Obispo and is a licensed architect. Mr. Meikle is also an instrument rated pilot and has been flying for 28 years.


Kimberly J. Becker San Diego International Airport (SAN)

Kimberly J. Becker was appointed President/CEO of the San Diego County Regional Airport Authority on May 1, 2017. She brings with her nearly 30 years of experience in the aviation industry. As President/CEO, Ms. Becker is responsible for management oversight of the Airport Authority and San Diego International Airport (SAN). This includes the Airport Authority's annual operating budget and five-year capital budget. According to the most recent economic impact study, SAN generates about $10 billion annually in economic impact for the region. Ms. Becker served as Director of Aviation for Mineta San Jose International Airport from 2013-2017, and held increasingly responsible positions at that airport since 1995, including Chief Operating Officer and Assistant Director of Aviation. Her career in aviation and airport management also has included operations and environmental positions at Lockheed Air Terminal in Burbank, Calif., and Teterboro Airport in New Jersey. Ms. Becker has served as President of the California Airports Council representing 33 Commercial Service Airports across the state and is on the Board of Directors for the SW Chapter of the American Association of Airport Executives. She previously served on the Board of Directors of the San Jose Silicon Valley Chamber of Commerce, Joint Venture Silicon Valley and on the Advisory Board for San Jose State University's Aviation Program. Ms. Becker holds a bachelor's degree in business administration from Indiana University of Pennsylvania, and a master's degree in business administration/aeronautics from Embry-Riddle Aeronautical University in Daytona Beach, Florida.

Deborah Flint was appointed Chief Executive Officer of Los Angeles World Airports (LAWA) in June 2015, with oversight of three airports, Los Angeles International (LAX), LA/Ontario International (ONT) and Van Nuys (VNY). Flint leads the team responsible for returning LAX to iconic status, creating a world class, modern airport for the modern traveler and building a transportation system that will give passengers a first- class, swift, convenient, and reliable way to access the airport. Flint’s responsibilities involve managing the largest public works project in the history of the City of Los Angeles and investing more than $8.5-billion to innovate retail, food and beverage, terminal redevelopment and create an airport wide hospitality mindset. As well, Flint oversees the development and advancement of security policies and strategies that comply with federal security regulations and provide world-class law enforcement for the protection of the public and property. She leads the procurement and delivery of the Landside Access Modernization Program (LAMP,) the $5.5 billion solution to the crowded roadways and curbsides at and around LAX. Elements include an Automated People Mover (APM), Consolidated Rent-a-Car Center (ConRAC), Intermodal Transportation Facilities (ITFs) and comprehensive Roadway Improvements. Working in partnership with the Los Angeles County Metropolitan Transportation Authority (Metro), the system will provide travelers with a seamless connection to public transit. Flint is committed to building the complex structures with leading edge innovation and design, while creating new jobs and opportunities for small, local and diverse business. Flint manages the transition of ONT to its new local authority. She continues to position VNY, one of the world’s busiest general aviation airports, as a vital community partner which contributes more than $1.3 billion each year to the Southern California economy. Flint came to LAWA from the Port of Oakland where she had held the position of aviation director since 2010, being the primary executive responsible management, business development and operation of Oakland International Airport (OAK). While there, she delivered the $480-milliion BART Airport Rail project after years of effort and challenges; executed strategies to stabilize and reverse passenger traffic decline in a difficult market environment; redesigned OAK’s customer experience to make the airport more competitive; and marketed, developed and negotiated numerous development and investment transactions in terminal renovation and hangar development. Prior to serving as aviation director at the Port of Oakland, Flint held the position of assistant aviation director. Other professional experience include leading OAK's Capital Program in which she coordinated the design, financing and implementation of major airport projects, and participated in the issuance of more than a half billion dollars in revenue bonds. She also served as acting port executive director of the Port of Oakland (maritime). She began her career with the port in 1992 in port finance and advanced through the port’s Finance and Aviation divisions. Flint was appointed in 2012 to President Obama’s Advisory Committee on Aviation Consumer Protection. She also serves on the Oversight Committee of the Transportation Research Board's Airport Cooperative Research Program, is President of the California Airports Council, and serves on the Airports Council International World Board.

As Executive Director of the California Airports Council (CAC), Mr. Lites brings over 20 years of governmental relations and association management experience. He has a strong reputation in the Sacramento legislative community for policy expertise, professionalism, integrity and successful outcomes. Mr. Lites served nine years in the State Legislature working primarily in the areas of tax policy, economic development, higher education and international trade. As legislative advocate and association management professional, Mr. Lites is active in various policy arenas including infrastructure financing and development, local government, goods movement, telecommunications, public pension systems, rail transportation, homeland security and mortgage insurance.

Ms. Johnson began her career at the lobbying and association management firm of Schott & Lites Advocates as an aviation policy analyst in 2013. Since joining California Strategies in 2015, she continues to assist with management of the California Airports Council, an association of the 33 commercial service airports in the state of California. Ms. Johnson coordinates committees overseeing legislation, environmental issues, information technology, and human resources. In addition, Ms. Johnson has been directly involved with issues relating to transportation network companies, aviation fuel taxes, airport infrastructure, aviation grants, environmental sustainability, aircraft operating procedures, and FAA reauthorization. Ms. Johnson earned a Bachelor’s of Science in Aeronautical Studies concentrating in Air Traffic Control at Kent State University, Ohio’s only FAA approved Air Traffic–Collegiate Training Initiative (AT-CTI) University in 2013.

ADMINISTRATIVE DIRECTOR

Ms. Lina Bernal has more than 10 years of association management and advocacy experience. Ms. Bernal’s primary responsibilities include the management of all the organizational duties and procedures for the CAC, including: meeting planning and all associated logistics and state regulatory reporting and compliance requirements. Ms. Bernal also oversees all of the legislative monitoring functions, including review of committee hearings and agendas and legislative bill monitoring. Ms. Bernal began her career in marketing, working for Legi-Tech, a subscription electronic legislative tracking service, and Retail Technology Inc., a retail software developer, and also served as an Account Administrator for California Advocates Management Services. She is a native Californian, and graduated from the University of California, Davis with a Bachelor’s degree in Communications.


OUR TEAM

The Board of Directors is comprised of the airport director from each California commercial airport. The Board is charged with progressing the CAC’s mission to promote and advance the interests of commercial airports in the state. This includes guiding the public policy direction of the Council on the state and federal level, as well as overseeing CAC committee assignments. The vision of the CAC is to be the leading voice and resource on matters affecting California’s commercial airports. With the direct participation of airport directors, the CAC can quickly respond to issues that impact commercial aviation in the state.

In April 2014, Ivar was appointed Chief Operating Officer, overseeing Planning, Design & Construction, Operations & Security, as well as the various operating divisions at SFO.
Ivar currently serves on the Board of the San Francisco Travel Association and on the Executive Committee of the Bay Area Council. Ivar has a Bachelor of Science degree in Mechanical Engineering from San Jose State University and an MBA in Finance from San Francisco State University. He is a Registered Professional Engineer in the State of California. He also holds a private pilot’s license.

Jess L. Romo, C.M., C.A.E

Long Beach Airport (LGB)
Airport Director & Treasurer

Jess L. Romo, A.A.E., an airport executive with nearly 20 years of aviation experience, was named as Director of the Long Beach Airport (LGB) in July 2016. Mr. Romo is responsible for overseeing Long Beach Airport, including operations, finance and leasing, the Airport Noise Ordinance, community outreach, environmental matters, capital programming, tenant relations, security, air service and public affairs.

A Los Angeles native, Mr. Romo previously served as Interim Deputy Executive Director for Operations and Emergency Management at Los Angeles International Airport. His former roles also include Airport Manager of Ontario International and Van Nuys Airports and Director of Airport Real Estate for Los Angeles World Airports. In addition, Mr. Romo worked in a number of real estate positions for the City of Los Angeles over a 10-year period.

Mr. Romo holds a Bachelor of Arts degree in Psychology from the University of California, Irvine and a Master of Arts degree in Industrial Psychology from California State University, Los Angeles. He is an Accredited Airport Executive (A.A.E.) of the American Association of Airport Executives (AAAE) and is a recipient of the 2015 Award for Airport Executive Partnership from the National Air Transportation Association.

In his free time, Mr. Romo enjoys spending time with his wife, three grown children and their family dog, Mac. He also loves his annual family vacations to Hawaii.

Kevin Meikle

Fresno Yosemite International Airport (FAT)
Director of Aviation & Secretary of CAC

As Director of Aviation, Mr. Meikle is the Chief Executive Officer for the aviation system in Fresno, California which includes Fresno Yosemite International (FAT) and Fresno Chandler Executive (FCH) airports. FAT is a small hub airport served by 10 branded airlines including two international carriers. FAT topped 1,443,000 total passengers in 2014 and has enjoyed over 19% growth since 2010. FCH is the largest general aviation airport in the central San Joaquin Valley of California and serves as a reliever to FAT.

Mr. Meikle has served Fresno airports for 13 years. Over that time FAT has enjoyed record growth since the recession, the initiation and sustained growth of international air service, implementation of a facility-wide airline shared use platform, and $250 million of Capital work including facility modernization, a consolidated rental car facility, runways and taxiways, and an on-going residential noise mitigation program.

Mr. Meikle has a Bachelor of Science degree in Architecture from Cal Poly, San Luis Obispo and is a licensed architect. Mr. Meikle is also an instrument rated pilot and has been flying for 28 years.

Deborah Ale Flint

Los Angeles International Airport (LAX)
Airport Director & Immediate President of CAC

Deborah Flint was appointed Chief Executive Officer of Los Angeles World Airports (LAWA) in June 2015, with oversight of three airports, Los Angeles International (LAX), LA/Ontario International (ONT) and Van Nuys (VNY).

Flint leads the team responsible for returning LAX to iconic status, creating a world class, modern airport for the modern traveler and building a transportation system that will give passengers a first- class, swift, convenient, and reliable way to access the airport. Flint’s responsibilities involve managing the largest public works project in the history of the City of Los Angeles and investing more than $8.5-billion to innovate retail, food and beverage, terminal redevelopment and create an airport wide hospitality mindset. As well, Flint oversees the development and advancement of security policies and strategies that comply with federal security regulations and provide world-class law enforcement for the protection of the public and property.

She leads the procurement and delivery of the Landside Access Modernization Program (LAMP,) the $5.5 billion solution to the crowded roadways and curbsides at and around LAX. Elements include an Automated People Mover (APM), Consolidated Rent-a-Car Center (ConRAC), Intermodal Transportation Facilities (ITFs) and comprehensive Roadway Improvements. Working in partnership with the Los Angeles County Metropolitan Transportation Authority (Metro), the system will provide travelers with a seamless connection to public transit. Flint is committed to building the complex structures with leading edge innovation and design, while creating new jobs and opportunities for small, local and diverse business. Flint manages the transition of ONT to its new local authority. She continues to position VNY, one of the world’s busiest general aviation airports, as a vital community partner which contributes more than $1.3 billion each year to the Southern California economy.

Flint came to LAWA from the Port of Oakland where she had held the position of aviation director since 2010, being the primary executive responsible management, business development and operation of Oakland International Airport (OAK). While there, she delivered the $480-milliion BART Airport Rail project after years of effort and challenges; executed strategies to stabilize and reverse passenger traffic decline in a difficult market environment; redesigned OAK’s customer experience to make the airport more competitive; and marketed, developed and negotiated numerous development and investment transactions in terminal renovation and hangar development.

Prior to serving as aviation director at the Port of Oakland, Flint held the position of assistant aviation director. Other professional experience include leading OAK’s Capital Program in which she coordinated the design, financing and implementation of major airport projects, and participated in the issuance of more than a half billion dollars in revenue bonds. She also served as acting port executive director of the Port of Oakland (maritime). She began her career with the port in 1992 in port finance and advanced through the port’s Finance and Aviation divisions. Flint was appointed in 2012 to President Obama’s Advisory Committee on Aviation Consumer Protection. She also serves on the Oversight Committee of the Transportation Research Board’s Airport Cooperative Research Program, is President of the California Airports Council, and serves on the Airports Council International World Board.

OUR TEAM

Staff of the CAC provide legislative advocacy and association management services to the Council. Key responsibilities include communications with policymakers on the Stateand Federal level, publication production, committee oversight, and collaboration with industry partners on aviation issues and events. Staff is also charged administrative duties including meeting planning and maintaining the CAC’s principal office in Sacramento.

EXECUTIVE DIRECTOR

As Executive Director of the California Airports Council (CAC), Mr. Lites brings over 20 years of governmental relations and association management experience. He has a strong reputation in the Sacramento legislative community for policy expertise, professionalism, integrity and successful outcomes. Mr. Lites served nine years in the State Legislature working primarily in the areas of tax policy, economic development, higher education and international trade. As legislative advocate and association management professional, Mr. Lites is active in various policy arenas including infrastructure financing and development, local government, goods movement, telecommunications, public pension systems, rail transportation, homeland security and mortgage insurance.

Sarah Johnson

Sarah Johnson

CALIFORNIA AIRPORTS COUNCIL (CAC)
DEPUTY DIRECTOR

Ms. Johnson began her career at the lobbying and association management firm of Schott & Lites Advocates as an aviation policy analyst in 2013. Since joining California Strategies in 2015, she continues to assist with management of the California Airports Council, an association of the 33 commercial service airports in the state of California. Ms. Johnson coordinates committees overseeing legislation, environmental issues, information technology, and human resources. In addition, Ms. Johnson has been directly involved with issues relating to transportation network companies, aviation fuel taxes, airport infrastructure, aviation grants, environmental sustainability, aircraft operating procedures, and FAA reauthorization. Ms. Johnson earned a Bachelor’s of Science in Aeronautical Studies concentrating in Air Traffic Control at Kent State University, Ohio’s only FAA approved Air Traffic–Collegiate Training Initiative (AT-CTI) University in 2013.

ADMINISTRATIVE DIRECTOR

Ms. Lina Bernal has more than 10 years of association management and advocacy experience. Ms. Bernal’s primary responsibilities include the management of all the organizational duties and procedures for the CAC, including: meeting planning and all associated logistics and state regulatory reporting and compliance requirements. Ms. Bernal also oversees all of the legislative monitoring functions, including review of committee hearings and agendas and legislative bill monitoring. Ms. Bernal began her career in marketing, working for Legi-Tech, a subscription electronic legislative tracking service, and Retail Technology Inc., a retail software developer, and also served as an Account Administrator for California Advocates Management Services. She is a native Californian, and graduated from the University of California, Davis with a Bachelor’s degree in Communications.
